What's the chalenge ?

To create a common basis for the training in the relation of help through the mediation with animals in the Member States of the European Union.

That is by elaborating the inventory of the existing training courses, to find the ‘smallest common denominator’, to agree on what is indispensable ,and to create a large framework for the different trainings adapted to different circumstances.

Our political aim is to make the member states of the U.E aware of the problem created by the non-recognition of the RAMA(relation d’aide par la mediation animale) and to persuade them to agree to our propositions to make official the type of training we propose, so as its resulting qualification.

You will find further explanations on the Leonardo website. You will also find the pre-project on our site. For once you will have to read the whole lot, but it’s really worth while !

Here are the main points

The « partnership » project is based on trans-frontier meetings between people who are active in professional training (EFP) in the view of harmonizing the courses and applying common concepts on the European level (cf ECC: European care certificate, on this website). To this goal, the LDV Agencies of the Member States provide fixed prices for « mobility ». Meant to cover the travel expenses of the participants to these meetings fixed on the basis of a common project agreed by the commission of the agency of the coordinating country. The fixed price represents the amount of « mobilities » (one « mobility is one person’s journey outside the borders of his or her country) engaged in that particular project. It is indicated on different scales according to the different countries (see website), paid 80 % when the project is agreed upon and 20 % when the result is rendered. The only justification asked is proof of the mobilities . An intermediate report will be asked for ,and the final report, which if agreed upon by the LDV commission (France) should be communicated widely across the UE. Non member of the UE may be “silent observers”.

As an example : the Fitram proposes to be a coordinator for a two years’ course which would mean 24 mobilities for the travelling French to the partner-countries : it will be funded, in France, with 25 000 euros meant to cover the expenses of travelling and the adjacent work done.

Once the French agency will have agreed to the common project, the partners in the other countries will receive funds from their own agency, according to its schedules and the amount of mobilities fixed by the partner. In order to do this, he will have to consult his agency beforehand to know whether it agrees in principle to participate in this partnership-project (every agency has a certain liberty in setting its priorities), because once the project will have been accepted in the coordinating country, it will be automatically adopted in the other countries which have agreed to the principle.

This is a preliminary step to be accomplished by any partner interested in the project ( he will also have to prove the legitimacy of his association) For the addresses of the agency see the Leonardo website.

Schedule

I. December 2009
The board of the Fitram who will coordinate this job, is at your disposal for all complementary information. For the time being, it will meet on the 19th of December and needs you, in order to outline our first project which will be presented to your approval, to provide the following information :
  • Do you agree to participate in this project ?
  • to what extent ? you can choose your number of mobilities
  • what are the themes you specialize in ? (experience with physical, mental or social disabled persons)
  • Does your national agency agree with the principal of the project ?
  • Which are, to your meaning, the most important elements that should be part of the project ? (see first the questions asked by the DRAFT 09 in the LDV programme,partnership)

Deadline for your answers, please ! : December 5, 2009

II. January 2010
Teamwork on the final project by e-mail or other, but a (physical) visit can be considered : ask for it as soon as possible !
III. 19th of February 2010
Deadline for the presentation of the common project to the agency of the coordinating country (France)
IV. June 2010
Answer of the selection-commission (competition !) : in case we are accepted, you will have to contact your agencies and receive the 80 % for the mobilities you have asked for
